A PESCO new connection is applied for through the national ENC portal at enc.com.pk, using a neighbour’s bill reference to pin your location. You upload your CNIC and ownership proof, PESCO surveys the site, and you pay a demand notice before the meter goes up. Two decisions made before you open the form — the load you request and single- versus three-phase — shape your fee, your approval route, and how long you wait. Get those right and the rest is paperwork.

The load you request sets everything else

Your sanctioned load is the maximum power PESCO approves for your premises, in kilowatts. It decides who signs off your file and how fast.

Most households sit under 15 kW and clear at the sub-division. Ask for more than you need and you invite a slower tier and a fixed monthly charge on load above 5 kW; ask for too little and a future AC or motor trips your limit. Add up your real appliances first.

Single-phase or three-phase — the honest rule

Single-phase suits ordinary homes up to roughly 5 kW: lights, fans, a fridge, one or two ACs. Three-phase is for heavier draw — multiple ACs, a water pump above 1 hp, workshop machinery — or any commercial and industrial premises. Requesting three-phase “to be safe” on a small home adds cost and, in most areas, needs witness CNICs that a single-phase domestic file skips. Match the phase to the actual load, not to caution.

Documents that actually clear verification

Four items carry most applications:

• CNIC of the applicant (front and back), attested
• Proof of ownership — registry, sale deed, or allotment letter
• A neighbour’s recent bill — its reference number ties your request to the correct feeder and sub-division
• Wiring test report from an authorised contractor, confirming the premises is safely wired

Renting, not owning? Add the owner’s written consent or an attested rent agreement. Commercial files need an affidavit; a company adds its registration and a board resolution. Attestation must come from a Grade-17 (or above) government officer, an Oath Commissioner, or a notary — an ordinary signature gets the file bounced.

Scan each document clean and legible, under 300 KB, as JPEG or PDF. Blurry CNIC images and a name that doesn’t match the ownership paper are the two most common reasons a file is rejected at the first check.

From submit to switched on

After you submit online, the portal issues a tracking ID — save it the way you’d save a payment slip. Print the completed form, attach your attested originals, and hand the file to your sub-division office within the deadline printed on it; miss that window and the application lapses.

PESCO then surveys the site and issues a demand notice — the official challan listing connection charges, security deposit, and meter cost. Pay it at a designated bank branch or through a wallet like Easypaisa or JazzCash, keep the receipt, and submit proof. Verified payment triggers meter installation. Once the meter is live, you can view your bill from the first cycle.

How long it really takes

NEPRA’s performance standards bind every DISCO to fixed timeframes measured from the day your application is registered, not the day you feel ready. A standard single-phase domestic connection with an existing line nearby is the quickest; higher loads that need a new pole, transformer capacity, or a line extension run longer because the survey and material stage is genuinely bigger. Incomplete or mismatched documents are what stretch a two-week job into two months — the delay is almost always at your end of the file, not theirs.

Tracking without visiting an office

Enter your tracking ID or CNIC on the ENC portal to see your current stage, or download the demand notice once it’s issued. There’s no need to sit at a sub-division for updates; the visit that matters is the one-time hard-copy submission and, later, the site survey the lineman schedules.
