Reference Number vs Consumer ID: Which One to Use

Both numbers are printed on every HESCO bill, and either one works in the checker.

The 14-digit Reference Number sits in the consumer block near the top of the bill, labelled “Reference No.” Its opening digits point to your sub-division, and it stays the same every month, so it’s the identifier most people use. The 10-digit Consumer ID appears just below it — use this if your Reference Number is smudged or hard to read on an old copy.

Enter digits only, with no spaces or letters. One wrong digit returns the wrong bill, or none at all.

Can You Check a HESCO Bill by Name or CNIC?

No. HESCO’s system looks up bills by Reference Number or Consumer ID only — not by name, CNIC, address, or meter number.

If you don’t have your number, find it on any past bill, the SMS alert HESCO sends when a new bill is issued, or an old JazzCash or EasyPaisa payment record. You can also call the helpline to request it.

One safety point: never enter your CNIC, card details, or any PIN to view a bill. A bill check only ever needs your Reference Number or Consumer ID.

A duplicate bill is the same official bill, pulled up online when you don’t have the paper copy. You’ll want one if the printed bill never arrived, went missing, got wet, or you need to confirm the amount before the due date.

How to Read Your HESCO Bill (Every Field Explained)

Your HESCO bill fits a lot into one page. Here’s what each part means, top to bottom.

  • Consumer Detail (top-left). This block identifies your connection: your Reference Number and Consumer ID, name and address, the feeder and sub-division that supply you, and your sanctioned load. Two fields decide your rate — Category, marked Protected or Unprotected, and Tariff, shown as a code such as A-1A for a domestic connection.
  • Billing dates (top-right). The Bill Month, the Reading Date your meter was read, the Issue Date, and the Due Date. Below these sit two figures: Payable Within Due Date and the higher Payable After Due Date.
  • Meter Info. Your meter number, the Multiplier Factor (MF) — usually 1 for homes — and the Previous and Present readings. The difference between them is your Units for the month.
  • Bill History. A strip showing recent months of units, billed amounts, and payments, so you can compare your usage at a glance.

If a payable amount shows “CR”, that’s a credit balance in your favour — you’re not required to pay it.

HESCO Bill Charges and Taxes Explained

Your total is the energy charge plus several government-set taxes and surcharges. Here’s what each line means:

HESCO Tariff and Protected vs Unprotected Consumers

HESCO doesn’t set its own rates. NEPRA approves one national residential tariff that every DISCO applies, built on consumption slabs — the more units you use in a month, the higher the per-unit rate.

The key split is Protected vs Unprotected, shown as the “Category” line on your bill:

  • Protected: you’ve stayed at or below 200 units in each of the last six months, and pay a lower, subsidised rate.
  • Unprotected: you crossed 200 units in a recent month, or your connection has a registered AC or higher sanctioned load. Once you cross the threshold, it takes six straight months back under 200 units to return to protected status, and new connections start unprotected.

One rule catches most people out: when your usage crosses into a higher slab, that higher rate applies to all your units that month, not only the ones above the line. Why Is My HESCO Bill Higher Than Usual?

A higher bill usually has a specific, checkable cause. Work through these before assuming an error:

  • Compare units, not rupees. Open the Bill History strip and check whether your units actually rose this month.
  • Check the readings. The Present reading should be higher than the Previous by a believable amount — a misread inflates units.
  • Watch for a slab jump. Crossing 200 units flips you to unprotected rates on every unit, which can raise the bill more than the extra usage alone.
  • Account for adjustments. FPA and quarterly adjustments vary month to month.
  • Factor the season. In Sindh’s long, hot summer, air-conditioners and water pumps push usage up fast.
  • Look for arrears. An unpaid past amount carried forward inflates the current total.

HESCO Bill Not Showing? Quick Fixes

If your bill doesn’t load, try these in order:

  • Recheck the digits. Enter all 14 (or 10) with no spaces, dashes, or letters.
  • Confirm it’s a HESCO connection. Parts of interior and upper Sindh — Sukkur, Larkana, Khairpur — are served by SEPCO, not HESCO, and those numbers won’t open here.
  • Check the tab. Reference No. for a Reference Number, Consumer ID for a Consumer ID.
  • Use a recent bill. Pull the number from your latest copy, not a very old one.
  • Wait for the new cycle. A freshly generated bill can take a little time to appear online.
  • Retry later. The official PITC server is occasionally down for maintenance.

How to Pay Your HESCO Bill

Once you’ve checked the amount, you can pay HESCO through several channels.

Online:

  • Mobile wallets — JazzCash and EasyPaisa, through the app or an authorised retailer, plus NayaPay.
  • Bank apps and internet banking — HBL, UBL, MCB, Meezan, Allied and others, via Raast or 1Link.

The steps are similar in every app: open Utility Bills or Bill Payment, choose Electricity, select HESCO, enter your Reference Number, check that the name and amount match your bill, confirm, and save the receipt.

In person:

  • Authorised bank counters, HESCO bill-collection centres, payment franchises, and many Pakistan Post offices.

How to confirm your payment: keep the transaction ID or receipt. After paying, allow some processing time before assuming it failed — the record can take a while to update. Trust the official HESCO or bank record over any third-party “paid” status.

HESCO Bill History and Past Bills

Your online bill includes a Bill History table near the bottom, showing roughly the last twelve months: the month, units used, the billed amount, and what was paid. It’s the quickest way to compare a suspicious bill against your normal pattern.

Beyond that rolling window, older bills aren’t publicly retrievable from the portal — HESCO’s system shows the current bill and that recent history, not a full multi-year archive.

The practical habit is to save each month’s bill as a PDF when you check it. Over time you build your own record for rentals, tax, or disputes, without depending on any third-party site to hold your Reference Number or personal details.

HESCO Peak Hours and Lowering Your Bill

Peak hours are the evening window when demand is highest and, on a Time-of-Use (ToU) meter, the per-unit rate rises. Most single-phase homes are billed at a flat rate rather than ToU, but moving heavy use out of the evening still trims total units — which is what actually lowers your bill.

The commonly published HESCO peak window is roughly 6:30–10:30 PM in summer and 6:00–10:00 PM in winter, though NEPRA revises these. Check your bill or hesco.gov.pk for the current timings.

To cut units in Sindh’s heat:

  • Set the AC to 26°C and clean its filter monthly — a clogged filter makes it work harder.
  • Run the washing machine, iron, and water pump off-peak.
  • Switch off standby loads; idle chargers and electronics still draw power.
  • Keep the fridge coils and door seal clean so it doesn’t overrun.

Hyderabad Electric Supply Company (HESCO) is the public power distribution company for interior and lower Sindh.
