1. Protected Consumers (Subsidized)

If your monthly electricity usage has remained at or below 200 units for the last six consecutive billing cycles, your meter qualifies for protected rates:

• First 100 Units: Billed at Rs. 10.54 per unit.
• 101 to 200 Units: Billed at Rs. 13.01 per unit (with the previous slab benefit retained).

2. Unprotected Consumers (Standard)

If your consumption exceeds 200 units in even a single billing month, your connection moves to the unprotected category for the next six months. In this category:

• The first 100 units cost Rs. 22.44 each.
• Units from 101 to 200 jump to Rs. 28.91 each.
• Usage from 201 to 300 units steps up to Rs. 33.10 each.
• Consumption exceeding 700 units is billed at Rs. 47.20 per unit.

Crossing the 200-unit mark significantly increases your per-unit base rate and adds fixed capacity charges.

Mandatory Taxes and Surcharges Added to Your Bill

Your final payable amount includes several mandatory levies that sit on top of the base unit rate:

• Electricity Duty (ED): A provincial tax calculated at 1.5% of your base electricity cost.
• Financial Cost (FC) Surcharge: A flat charge of Rs. 0.43 per unit applied to all non-lifeline consumption.
• Quarterly Tariff Adjustment (QTA): A periodic rate adjustment determined by NEPRA (typically averaging around Rs. 2.75 per unit).
• Fuel Price Adjustment (FPA): A monthly variable reflecting generation fuel cost differences.
• PTV License Fee: A fixed monthly charge of Rs. 35 for residential meters and Rs. 60 for commercial meters.
• General Sales Tax (GST): An 18% tax applied to the sum of your energy cost, fixed charges, FC surcharge, and tariff adjustments.

For domestic three-phase meters with a sanctioned load of 5 kW or higher, HAZECO applies a Time-of-Use (TOU) tariff:

• Peak Hours (6:00 PM to 10:00 PM): Rs. 46.85 per unit.
• Off-Peak Hours (All other hours): Rs. 34.53 per unit.
• Fixed Monthly Capacity Charge: Rs. 675 per kW of sanctioned load.

For small commercial shops and offices (Tariff A-2 regular supply ≤5 kW), energy is billed at a flat rate of Rs. 37.44 per unit plus Rs. 1,000 monthly fixed charges. Practical Steps to Control Your Bill

1. Protect the 200-Unit Threshold: If your monthly total is approaching 190 units near the 25th of the month, minimize heavy appliances to prevent your meter from shifting into the unprotected tariff band.
2. Shift High-Wattage Appliances: Run washing machines, water motors, and irons during off-peak hours (before 6:00 PM or after 10:00 PM) if you are on a three-phase connection.
3. Audit Your Meter Reading Date: Ensure the meter reader records your usage on a 30-day cycle. A billing cycle stretched to 32 or 33 days can push usage past a slab boundary.
